On Wednesday, Gov. Greg Abbott will unveil a $2.2 million investment in an Austin mill that will employ 300 people to supply the booming gas industry.

That’s nearly half of the 10 employees in the company, where construction was already underway on the next phase of the Ranchero Express oil pipeline, which is expected to be completed in early 2018. The new mill will cut the time it takes workers to move the mill’s components from 10 to 1.5 days, Abbott said.

« We will have the fastest-growing and highest-paying oilfield service operations in Texas and the largest industrial development in the nation, » Abbott said at a news conference at the site.

The governor signed a bill requiring a two-year review after determining that the mill would have sufficient capital to make that investment. In addition to the $2.2 million, a state industrial development tax credit will also help fund the development of the mill, according to state Energy Secretary Dan Patrick.

« If we get the business started properly, this will be a model for other states, » Abbott said.

The project’s developer, MidAmerican Energy Partners, also plans to open a factory on land owned by MidAmerican in the future.

« I can’t believe what we’re talking about here, » MidAmerican CEO Michael Miller said. « We’ve been talking about these for years. Texas looks like a place to start. It’s got good infrastructure, we’ve got great people that know how to get things done. »

The company previously announced it would use existing mills to begin construction of its Ranchero line next year. However, it would use the new mill to build the Texas pipeline from northern California to New Orleans. The pipeline would bring about 1.5 million barrels of crude oil a day from California to Texas, making it one of the largest transportation pipelines in the world, according to the company.
